The Salem-Marblehead Dual Subtransmission Feeder Hardening and Burial Project is a resilience initiative led by the Marblehead Municipal Light Department to protect the town’s sole electric supply and strengthen a key bike commuting corridor. Marblehead’s coastal peninsula location, aging infrastructure, and reliance on two co-located 23 kV feeders make the community vulnerable to severe storms, flooding, and falling trees. Disruption to these lines could result in a town-wide outage affecting more than 20,000 residents.

The project focuses on the most at-risk feeder segments that share a right-of-way with the Marblehead Rail Trail, which connects Environmental Justice neighborhoods to Salem and Salem State University. Planned improvements include replacing compromised wooden poles and burying approximately 2,000 feet of overhead lines through conservation land. These upgrades will reduce storm damage risk, improve reliability, lower maintenance needs, and protect the surrounding natural landscape.

By hardening critical infrastructure along a low-carbon transportation route, the project supports Marblehead’s broader resilience strategy and prepares the grid for future distributed energy resources. The effort will enhance public safety, protect vulnerable populations, and serve as a model for coastal communities adapting to climate risks.

Brockton CCRH at the Thomas Edison building

Brockton’s first CCRH is being developed inside the historic Thomas Edison Building—a 25,000-sq-ft downtown landmark serving one of Massachusetts’ most diverse Gateway Cities. Led by the Old Colony Planning Council (OCPC), the project integrates HVAC upgrades, solar readiness, battery storage, EV charging, and new community spaces for training, resilience support, and clean-energy education. Early funding is secured through a federal Safe Streets grant, with additional components advancing through planning and design. The hub will create clean-energy jobs, expand local contractor opportunities, and anchor long-term community resilience across Brockton.

The ReGen Center

Dorchester, MA

Located at 10 Harvard Street in Dorchester, the ReGen Center will transform an existing 13,550-square-foot warehouse currently home to Bikes Not Bombs, Agricultural Hall, and Boston Restore Inc. The structure features 18-foot ceilings and ample exterior space, providing a flexible foundation for mixed-use redevelopment. Concept designs envision three additional stories of income-restricted and supportive housing (approximately 21 units) above a revitalized ground floor that will serve as a Clean Energy Community Resilience Hub (CCRH) and community anchor.

Design concepts incorporate mass timber construction, skylights, new storefront windows, and green infrastructure, transforming the site into a welcoming and resilient community destination.

The ReGen Center aims to create an inclusive, regenerative campus that combines affordable housing, sustainable design, and community-driven enterprise. As part of Boston’s network of Clean Energy Community Resilience Hubs (CCRHs), the ReGen Center will integrate clean energy technologies—including solar PV, battery storage, and efficient HVAC systems—to ensure resilience during grid outages and reduce utility costs.

The Loft

Taunton, MA

The LOFT is transforming a long-vacant commercial space in Taunton’s Whittenton neighborhood into a Clean Energy Community Resilience Hub (CCRH) and youth empowerment center. Led by The T.R.U.E. Collective, the project combines deep community engagement, major building upgrades, and clean-energy systems such as solar and heat-pump electrification. With architectural designs complete and remediation finished, the project now moves into construction—creating opportunities for diverse contractors and local workforce participation. It will serve as a model for climate-ready design in an Environmental Justice community.


So far, $600,000 has been secured through TDI and UPPs grants and the MassCEC Empower grant, with additional funding from banks and local organizations in progress. The Loft's mission is to create a community-centered space that fosters cultural, economic, and environmental resilience in Whittenton. This initiative, led by T.R.U.E. Diversity and supported by MassDevelopment’s TDI, Transformative Development Initiative, and Beacon Climate Innovations (BCI) addresses the neighborhood's need for a local gathering space, job opportunities, and youth activities following the decline of local mills and underdeveloped retail areas. The Loft will feature cultural programs, a dedicated youth space, and workforce training to support economic growth and community connectivity.

As a Clean Energy Community Resilience Hub (CCRH), the building will incorporate sustainable design and clean energy technologies for resilience and efficiency, with an approach toward carbon neutrality. This designation will enable resilience during grid outages and leverage incentives and Distributed Energy Resources (DERs) for economic viability. Once completed, the CCRH will serve Taunton and Southeastern Massachusetts as a model for clean energy workforce development, generating lasting community impact.
